1px;">7月18日，记者从重庆市打击整治枪支及爆炸物品违法犯罪联席会议办公室获悉，为进一步净化社会环境，清除安全隐患，全市将全面收缴各类非法枪支、弹药、爆炸物品、仿真枪、管制刀具，严厉打击涉枪涉爆涉弩涉刀等违法犯罪活动，全力保护人民群众生命财产安全。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align: justify;"><span style="font-size: 17px;letter-spacing: 1px;">据了解，最高人民法院、最高人民检察院、公安部联合发布《关于依法收缴非法枪爆等物品 严厉打击涉枪<span style="letter-spacing: 1px;text-indent: 34px;">涉</span>爆等违法犯罪的通告》（以下简称《通告》），严禁非法制造、买卖、运输、邮寄、储存枪支、弹药、爆炸物品、弩；严禁非法持有、私藏枪支、弹药；严禁非法使用、私藏爆炸物品；严禁盗窃、抢夺、抢劫、走私枪支、弹药、爆炸物品、弩；严禁非法携带枪支、弹药、爆炸物品、弩、管制刀具进入公共场所或者公共交通工具；严禁通过互联网等渠道违法违规制作、复制、发布、传播含有枪支、弹药、爆炸物品、弩、管制刀具的信息；严禁制造、销售仿真枪。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align: justify;"><span style="font-size: 17px;letter-spacing: 1px;">市公安局治安总队相关部门民警解读称，根据《中华人民共和国刑法》和相关司法解释，“非法持有、私藏”军用枪支一支的，或以火药为动力发射枪弹的非军用枪支一支的(如火药枪)，或以压缩气体等为动力的其他非军用枪支二支以上的(如气枪)，将被处三年以下有期徒刑、拘役或者管制。“非法持有、私藏”军用枪支二支以上的，或以火药为动力发射枪弹的非军用枪支二支以上的，或以压缩气体等为动力的其他非军用枪支五支以上的，属于“情节严重”，将被处以三年以上七年以下有期徒刑。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align: justify;"><span style="font-size: 17px;letter-spacing: 1px;">按照《</span><span style="font-size: 17px;letter-spacing: 1px;">中华人民共和国刑法》</span><span style="font-size: 17px;letter-spacing: 1px;">规定“非法储存”是指明知是他人非法制造、买卖、运输、邮寄的枪支、弹药、爆炸物而为其存放的行为。“非法持有”是指不符合配备、配置枪支、弹药条件的人员，违反枪支管理法律、法规的规定，擅自持有枪支、弹药的行为。“私藏”，是指依法配备、配置枪支、弹药的人员，在配备、配置枪支、弹药的条件消除后，违反枪支管理法律、法规的规定，私自藏匿所配备、配置的枪支、弹药且拒不交出的行为。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align: justify;"><span style="font-size: 17px;letter-spacing: 1px;">此外，符合储存、配备条件的单位相关责任人及个人，凡枪支、弹药、爆炸物品被盗、被抢或者丢失的，应当及时报告当地公安机关。不及时报告的，公安机关将依法处罚有关责任单位和人员。公民若发现遗弃的枪支、弹药、爆炸物品或者可疑爆炸物品的，应当立即报告当地公安机关。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align: justify;"><span style="font-size: 17px;letter-spacing: 1px;">对于易制爆危险化学品，警方介绍，按照《危险化学品安全管理条例》规定，个人不得购买剧毒化学品和易制爆危险化学品，违者将由公安机关依法予以处罚。私藏的剧毒化学品和易制爆危险化学品要主动上缴。生产、储存、使用剧毒化学品、易制爆危险化学品的单位发现剧毒化学品、易制爆危险化学品丢失或者被盗，要立即向公安机关报告。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align: justify;"><span style="font-size: 17px;letter-spacing: 1px;">值得注意的是，《通告》明确规定了玩具制造企业不得生产、销售外形、颜色与制式枪支相同或者相似，或者枪口比动能大于0.16焦耳/平方厘米的玩具枪。同时，提醒广大人民群众在购买玩具枪时要选择正规企业生产的产品，不要购买无生产厂家、无许可证号、无产品标志、来源不明的玩具枪，不要购买仿真枪、火柴枪、水弹枪和仿真手雷、炸弹等易于造成危害的物品。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align: justify;"><span style="font-size: 17px;letter-spacing: 1px;">警方提醒，凡在2023年10月31日前投案自首或者主动交出上述非法物品，构成犯罪的，可以依法从轻、减轻处罚或者免除处罚；构成违反治安管理行为的，依法减轻处罚或者不予处罚。逾期不投案自首、不交出非法物品的，依法从严惩处。</span></p><p style="text-indent: 2em;line-height: 2em;margin-top: 16px;text-align:
